This letter, signed by General Rosecrans, was sent to the Headquarters of the 51st Alabama Infantry Regiment. The letter states that a flag of truce would accompany Clement L. Vallandigham, and that he should be escorted outside of the lines of the Army of the Cumberland. Lt. Col. J.D. Webb replies at the bottom that he refuses to recognize the flag of truce. He lambasts the U.S. government for persecuting a loyal citizen.

Clement Laird Vallandigham was born July 29, 1820, in New Lisbon, Ohio (now Lisbon, Ohio), to Clement and Rebecca Laird Vallandigham. His father, a Presbyterian minister, educated his son at home. In 1841, Vallandigham had a dispute with the college president at Jefferson College in Canonsburg, Pennsylvania. He was honorably dismissed, but he never received a degree. Edwin M. Stanton, the future Secretary of War under President Lincoln, was Vallandigham's close friend before the Civil War....

Clement C. Vallandigham was an Ohio lawyer and politician, who served as a member of the U.S. Congress, 1858-1863. During the Civil War he became the leader of the Peace Democrats, also known as Copperheads, who supported negotiating with the Southern states to end the war.
